The role of the Equity and Partnerships team is to work alongside partners to attract new and additional capital to the housing sector. We do this by supporting the establishment of new platforms that act as conduits for private sector investment to deliver high-quality homes in well-designed places. These platforms can be pooled funds for institutional capital or partnerships to align financial capacity and delivery capability. This team has the appetite and resources to shape the future of housing investment in a fast growing, national organisation with real social purpose.
We engage with partners that include fund managers, capital partners, insurers, master developers, house builders, and affordable housing providers. Our transactions team originates, diligences and contracts new transactions which are then managed on behalf of the NHB by our dedicated and specialised portfolio management team.
Our Development Finance is designed to support SME housebuilders deliver schemes and grow their businesses. Our products showcase the risk appetite required to support SMEs where private finance is unavailable or uneconomic, funding schemes from 5 homes - funding typically 80% of development costs. Homes can be for sale or rent, and our funding incorporates true recycling so that 100% of sale proceeds can be re-invested in the scheme to keep the level and cost of debt down. We have recently launched our Accelerator product, which can provide SME housebuilders with a facility to build homes on a single site, alongside an additional loan to acquire land for a follow-on site.

SREIF are a specialist team who deliver structured debt finance transactions within the National Housing Bank. The team support a diverse housebuilding sector to deliver and unlock often complex and large development sites, with our loans supporting infrastructure and development funding to enable the construction of large single site regeneration projects, Build to Rent and Build to Sale developments. We also deliver bespoke funding packages to supporting growing businesses that help to unlock multi-site development financing structures alongside RCF’s provided by third party lenders.
We typically work with UK clearing banks, challenger banks and pension funds to put in place funding solutions that leverage and maximise private sector capital, with loans typically starting £20m in both senior and junior positions.

Homes England Lending Alliances are collaborations with private sector lenders to increase the support for housebuilding in England. We create new lending platforms that pools capital that allows our partners to increase risk appetite at affordable pricing. We can sit anywhere in the debt capital stack for senior and mezzanine positions. Our team wants to reach parts of the market that are under-funded, increase the diversification of the lending market as well as create new lending products that reflect the challenges faced by SME housebuilders.
Once structured and opened, our alliances are operated by the lending partners, giving us operational as well as financial efficiency. Our lending partners work closely with our specialised portfolio management team to ensure appropriate monitoring of the NHB funding.
The Fund Management team is responsible for governing, allocating, and monitoring the capital available to the NHB to ensure it is used in the most effective way to support the delivery of high‑quality homes in well‑designed places.
Working closely with the NHB product team, the Fund Management team assesses how best to balance financial returns with the NHB’s capital requirements and risk appetite, and in line with the NHB Strategic Objectives, while reporting on the overall performance of the portfolio of investments— including debt, equity, and guarantees. The team also collaborates with internal operational colleagues to maintain strong governance and smooth decision‑making processes across the NHB.
In addition, Fund Management will comprise a specialist team which will partner with regional teams across Homes England to support strategically important housing and regeneration projects. This includes enabling the seamless delivery of complex initiatives that require coordinated and multiple interventions from both the NHB and Homes England.
The NHB Guarantees Team is a growing specialist function focused on the design, development, and delivery of guarantee products that support the delivery of affordable housing and attract private investment into the sector. The team combines strong technical expertise in credit, risk, and structured finance with a disciplined approach to product development and implementation.
A key strength of the team is its ability to innovate within a robust policy and governance framework. It develops new guarantee propositions, adapts existing structures to meet changing market needs, and works collaboratively across policy, commercial, treasury, and risk disciplines to ensure solutions are both practical and strategically aligned.
Through this combination of technical rigour, market insight, and creative problem-solving, the NHB Guarantees Team helps shape innovative financial solutions that support long-term housing objectives and deliver value for stakeholders.
The role of the team is to support delivery of various products by the frontline debt, equity and guarantees teams. It will do so by both strategic and tactical activities that develop and continuously improve the NHB’s operational infrastructure, including middle office systems, reporting frameworks, and investment support functions. It will oversee alignment of operational resources with strategic priorities, ensuring capability and capacity meet delivery needs, and support the coordination of investment governance forums and reporting cycles, ensuring timely, accurate, and strategic information flows to the CIO and Executive Leadership Team. It will act as key liaison between NHB investment teams, Homes England enabling services, and external delivery partners.
It will do all of the above by championing Homes England’s values and behaviours, fostering a collaborative, high-performing culture across operational teams whilst providing thought leadership on organisational design and integration, supporting the development of a cohesive and collegiate NHB operating environment.
